2023 Community Project Funding Requests

Members of Congress may request funding for specific projects in their communities, so long as the projects have a federal nexus and meet other requirements established by federal law, House Rules, and the Committee to ensure only high-quality projects are requested and funded. Congressman Darin LaHood is authorized to submit 15 submissions for approval for the 18th Congressional District of Illinois. 

The following projects were submitted by Congressman Darin LaHood for consideration during the FY2023 Appropriations process and are listed in alphabetical order by project name.

Project Name: Development of the Quincy Riverfront Port
Location of the Project: Quincy, Illinois
Project Sponsor: City of Quincy
Requested Amount: $3,500,000
Justification for use of funding: The funding would be used to construct a passenger port and parking lot allowing for the docking of large passenger cruise ships, as well as the relocation of overhead electric lines that run approximately five blocks along the riverfront to underground ducts.

Project Name: Elmwood Rural Health and Wellness Center
Location of the Project: Elmwood, Illinois
Project Sponsor: Elmwood Community Foundation
Requested Amount: $4,000,000
Justification for use of funding: The funding would be used for the construction costs for a 33,000 square foot health and wellness center to serve a rural region around Elmwood, Illinois and imporve health outcomes for residents in the region.

Project Name: Innovation and Technology Simulation Lab
Location of the Project: Normal, Illinois
Project Sponsor: Illinois State University's Mennonite College of Nursing
Requested Amount: $4,000,000
Justification for use of funding: The funding would be used for purchasing innovation technology and to build a new Innovation and Technology Simulation Lab, specifically designed to train nurses. The new facility will further promote nursing workforce development through enhanced clinical training, innovative simulation techniques, increase research capabilities, and student and faculty collaboration.

Project Name: Nofsinger Road Realignment 
Location of the Project: Washington, Illinois 
Project Sponsor: City of Washington
Requested Amount: $5,248,000
Justification for use of funding: The funding would be used to address the ongoing safety concerns at the existing Nofsinger Road/US Route 24 intersection located in Washington, Illinois. This work will address safety concerns by modernizing the intersection, and in turn, increase development opportunities on nearly 250 acres of land.

Project Name: Prospect Road Reconstruction
Location of the Project: Peoria Heights
Project Sponsor: Village of Peoria Heights
Requested Amount: $2,000,000
Justification for use of funding: This funding would be used to renovate Prospect Road to include improvements of removal and replacement of underground infrastructure, new pavement, wider sidewalks, enhanced bicycle and mass transit facilities, and landscape upgrades.

Project Name: Regional Sustainable Illinois Rive Barging Operation
Location of the Project: Henry, Illinois
Project Sponsor: City of Henry
Requested Amount: $3,226,399
Justification for use of the funding: The funding would be used to modify a transfer station at the Port of Henry to accept large loads of baled and plastic-wrapped municipal solid waste (MSW) coming from the Chicago Area, providing a significantly safer and more cost-effective alternative to truck transportation and will provide access to additional and available landfills.

Regional Computer Aided Dispatch (CAD) and Records Management System (RMS)

Location of the Project: Peoria, Illinois
Project Sponsor: City of Peoria
Requested Amount: $2,000,000
Justification for use of the funding: This funding would be used to purchase a new Regional Computer Aided Dispatch (CAD) and Records Management System (RMS) for the City of Peoria. CAD/RMS systems function in the 911 dispatch process to log emergency calls and take the appropriate steps to dispatch police to the scene.

Somerset Drive Multi-Use Path

Justification for use of the funding: The funding would be used to construct a multi-use path along Somerset Drive from Westminster Road to Arbor Vitae in Germantown Hills, Illinois, would provide a significantly safer path for students, walking and biking, to and from Germantown Hills School.

Requested Amount: $25,000,000
Justification for use of the funding: Congress recognized the value of modernizing our water infrastructure when it authorized NESP in 2007. NESP is an important program that allows the Corps to address both navigation and ecosystem restoration in an integrated approach resulting in the expansion of seven outdated locks along the Upper Mississippi and Illinois Rivers. NESP was granted a new start in FY22 including funding for construction to update Lock 25. However, six NESP locks still need updating. Providing $25 million for Preconstruction Engineering and Design (PED) for the next lock in the queue, LaGrange Lock, would allow this critical program to move forward.

Project Name: Veterans Drive Extension Engineering 
Location of the Project: Pekin, Illinois

Justification for use of the funding: This funding would be used to construct a new 4-mile, five-lane roadway from Sheridan Road in Pekin to Fischer Road in East Peoria, with an interchange connection at Interstate 474 and signalized intersection at IL Route 98.

Justification for use of the funding: The Downtown Streetscape Improvements Phase I project would be a valuable use of taxpayer funds because streetscape improvements will further improve accessibility and safety for residents of Downs, Illinois and visitors of the business district. Enhancements to downtown Downs, Illinois will transform downtown businesses and strengthen the business district’s identity and sense of place for business owners.

Justification for use of the funding: The W. College Avenue Rehabilitation would improve equity, mobility, and quality of life for Bloomington-Normal residents and visitors and provide accommodations for pedestrians and bicyclists on a multi-use path.

Justification for use of the funding: The funding would be used to replace a damaged and substandard evidence and seized property storage function, which would provide a safe workplace for employees and law enforcement, as well as maintain a safe environment for the preservation of evidence.

Justification for use of the funding: The funding would be used to expand upon and increase the effective use of the Western Avenue Community Center building in Bloomington, Illinois.

Western Road (CH 6) Realignment 
Location of the Project: Lacon, Illinois
Project Sponsor: Marshall County, Illinois
Requested Amount: $6,972,000
Justification for use of the funding: This funding would be used to realign a one-mile section of County Highway 6 – FAS 372 which connects Illinois Route 40 and Illinois Route 29 at Henry, Illinois. The existing CH 6 section is a winding, hilly roadway that is unsafe and inefficient for truck traffic. Over the last twenty years, there have been approximately 100 accidents.
